Capital Regulation with Two Banking Sectors: Cyclicality and Implementation

We present a capital regulation policy in a model in which banks can choose to be unregulated, by operating in the shadow banking sector, when the cost of being regulated (restriction on portfolio risk) exceeds the benefit (cheaper funding/insurance). We show that the welfare maximizing capital requirement policy can be procyclical: lower requirement during booms and higher requirement during recessions. Our policy specifies the level of capital requirement as a function of the observed relative size of the unregulated and regulated banking sectors. This specification achieves the optimal aggregate risk exposure by obtaining the right mix of the two sectors.     

线性文化遗产的特征及其对旅游利用模式的影响——基于《世界遗产名录》的统计分析

线性文化遗产是一种特殊的遗产类型,随着人们对遗产完整性不断深入的理解以及遗产活化利用理念的发展,线性文化遗产旅游的重要性日益显现。因此,树立线性文化遗产意识,把握线性文化遗产特征,是推进线性文化遗产旅游利用和可持续发展的重要问题。本文以《世界遗产名录》中收录的线性文化遗产为基础数据,对线性文化遗产的类别与列入标准、资源组合模式和核心区与缓冲区等典型特征进行深入分析,并从旅游空间演化和旅游活化路径两方面总结其对旅游利用模式的影响,以期为线性文化遗产旅游的可持续发展提供科学参考。研究结果表明,线性文化遗产旅游空间结构发展过程遵循“增长极”演化规律,并在遗产文化分层上表现出不同的利用方式和活化路径。

Marx 200: The Abiding Relevance of the Labour Theory of Value

ABSTRACT

Marxist political economy is alive and well, and not just because of the habitual turn to Marx in response to any crisis of capitalism. Both through Capital and through the continuing evolution of Marxism, Marxist political economy offers valuable insights that can illuminate the modalities of social and economic reproduction and the relationships between (different aspects of) the economic and the non-economic. Marxism’s presence has been felt through its own internal debates and debates with other approaches to political economy, and even through its influence on those reacting against Marxism. The key to the continuing relevance and analytical strengths of Marxist political economy lies in its capacity to provide a framework of analysis for unifying disparate insights into and critiques of the contradictions of capitalism across the social sciences. The instrument for forging that unity is Marx’s theory of value, the potential of which is examined and illustrated with reference to the Sraffian critique and two key concepts in Marxian political economy: the value of labour power and financialisation. They are explored in the light of the processes of commodification, commodity form and commodity calculation.     

国内外电力建设工程竣工移交条件差异及合同纠纷分析

国内外电力建设工程竣工移交时,在性能试验责任主体、时间、试验项目等多方面存在较多差异,进而导致了工程投入商业运行、颁发移交生产交接书、缺陷责任期起始和结束等诸多时间的不一致,这些差异和不一致可能引起业主与EPC承包商之间的合同纠纷。本文对上述差异和可能引起的纠纷进行了分析,并提出对策和建议。     

推动国有企业廉洁文化建设,以文化自信坚定理想信念

习近平总书记在党的十九大报告中指出:“没有高度的文化自信,没有文化繁荣兴盛,就没有中华民族伟大复兴。”廉洁文化建设是反腐倡廉工作的重要内容,是一项长期的、艰巨的、复杂的系统工程。论文结合福建省三钢(集团)有限责任公司在开展廉洁文化建设工作中的工作实践,对廉洁文化在企业发展中的重要意义、存在的问题及有效运用进行了分析与探讨,对推进廉洁文化进国企具有较为积极的指导意义。

宅基地使用权转让合同效力探究--基于30个宅基地使用权转让纠纷的实证研究

近年宅基地使用权转让合同效力纠纷案件大量发生,其中不乏当事人"恶意"起诉的案件。但因宅基地使用权制度规定与法院对宅基地相关法条强制性规定分类的不同理解,导致案例判决结果差异较大。对比学说且结合实际案例,提出将公法权益与私法权益的对比权衡作为强制性规定分类的主要标准,赋予法官在此类案件中的自由裁量权,即依据实际情况认定转让合同效力。     

Does trade size restriction affect trading behavior? Evidence from Indian single stock futures market

Algorithmic traders use their advantage of speed to execute a large number of small-sized trades in a very short time. In the presence of a minimum trading unit (MTU) restriction, they are forced to trade at the smallest possible sizes, often restricted by the MTU. Using a novel data set of single stock futures market obtained from the National Stock Exchange of India, we show that the MTU restriction acts as a binding constraint for traders while optimizing trade sizes. Contrary to expectation, we find weak evidence that liquidity is positively impacted by the contract size revision.     

城市最低生活保障兼有消费改善与劳动供给激励效应吗?

最低生活保障制度是我国社会保障体系中兜底性、基础性的制度安排,是保障民生、促进分配公平、维护经济安全和社会稳定的重要机制。本文通过对城市低保制度消费改善与劳动供给效应的综合评估发现,我国城市低保从整体上改善了受助家庭的消费状况,影响了受助家庭的消费结构,起到了提升经济福利的效果,但是对受助家庭的劳动供给激励效应还比较小。女性户主、劳动力技能低、抚养负担重的家庭,通过低保救助获得消费改善的同时,会出现减少劳动供给的倾向;男性户主、劳动力技能强、抚养负担轻的家庭,通过低保救助获得消费改善的同时,会出现增加劳动供给的倾向。下一阶段,建立健全分层分类的社会救助体系是我国实现高质量社会救助的关键所在。
